The world city localization within the national borders is seen as one of inevitable conditions for the country to participate effectively in global scale processes. Thus political favoritism of national governments towards particular urban centers is obvious in a number of countries including Russian Federation. The article analyses political risks associated with neoliberal model of urban network constructing and emerging the favored world cities in national spaces. It is argued that the final result of this politics tend to be opposite to its goals and leads to the decline of territories where the world city is located. The EC experience provides alternative political agenda towards the urban network development based upon the principals of territorial and social cohesion.
