Аннотация

Во второй части статьи (начало см. "Полис", 2002, № 2) автор обосновывает тезис о том, что уязвимость конституционно- демократических режимов связана с открытостью политического процесса в конституционных демократиях (особенно по отношению к протестным движениям) и сопутствующей этому тенденцией к постоянной переоценке сферы политического. По его заключению, эта открытость - главная причина хрупкости современных демократических режимов, но она же обеспечивает непрерывность их существования. Потенциал непрерывности обусловлен тем, что сама открытость современного политического процесса способна дать толчок к формированию представления о политике как об "игре" с ненулевой суммой, когда выигрыш одной стороны не равнозначен проигрышу другой. Затем автор анализирует условия, при которых может возникнуть подобное понимание политики, акцентируя внимания на вопросах (1) зарождения, выработки и воспроизводства доверия между отдельными секторами общества; (2) отношения этих секторов к центрам общества, а также (3) построения различных типов коллективной идентичности.
