Abstract

Can President Medvedev up and dismiss Premier Putin together with his own government? Can he really replace the acting responsible officials of the law enforcement agencies? Cardinally change the political course? The author considers that, theoretically speaking, he can. But that practically he cannot. Mechanisms, levers and resources of today’s power are analyzed in the article.
