Abstract
The problem of “new world order”, being one of the most popular issues in the contemporary world politics studies, implies the question of who establishes this order. Nowadays among scholars and writers of political essays, quite often debates take place about new political elites being formed in the context of globalization, and theories of transnational elites are suggested and discussed. One of the segments of this complex social community is the international bureaucracy.
