Abstract
In the article the author demonstrates the indeterminate, contradictory character of the socio-political consequences of the spread of new informational technologies. The “digital divide” phenomenon is described, critical theories of new media curtly reviewed. The main attention is given to setting off the changes of the role of the state, of the concept of a state’s might under the conditions of the information revolution. It is pointed to the necessity of combining the individual’s autonomy with prevention of information risks and threats.
