Abstract

Aspects of conflicting interaction of local population with migrators and the role of the state (Federal Migration Service and other bodies) in regulating this interaction are considered in the article. Destructive practice of shadow infrastructures (employers, mediators e.a.) is described. The authors come out for transparency of the policy in the domain of immigration.
