Abstract

The article presents the results of a subjective space study as part of sectoral policy. The authors present a theoretical model and its empirical content based on the case of a youth policy study in the Krasnodar Territory. A conceptual model of the subjective space of sectoral policy as an invariant of the subjective space of policy is described on the basis of theoretical analysis. The article determines the structure and mechanisms of interaction between institutional practices and non-institutional aspects of youth policy implementation. The subjective space of youth policy in modern society is a complex and multidimensional object, as the study has shown (it is considered in the context of contradictory interaction with the world of real youth policy). The semantic profile of the State youth policy was described according to the results of an empirical study of young people in the Krasnodar Territory. This profile captures the detachment of young people – the gap between youth policy and the interests and needs of young people. The authors also define the motives for youth participation in the practices implemented by the State youth policy, identify the formats of youth policy demanded by youth, and assess the potential for social activity of the region’s youth. The authors conclude that social projects and initiatives for the development of territories, the activities of political parties, and local public self-government have the maximum potential for involving young people in social activities. The formats of youth policy that are most in demand among young people are the following: youth self-government, creative activity in the form of forums and creative spaces, the activities of various youth public organizations. The article shows the inconsistency of young people’s ideas about youth policy and the differentiation of the youth cohort. Resources for updating the content and formats of youth policy and key content of youth policy that will resonate with the youth environment (human, digital society, healthy lifestyle and nature) are also identified. Based on the results of an empirical study, an innovative model of the Russian youth policy is substantiated, which allows the authors to make recommendations regarding the formation of successful institutional practices.
