Аннотация

Главный тезис данной статьи, первоначально опубликованной в журнале "Sociological Theory", 1998. vol. 16, № 3, заключается в том, что конституционно-демократическим режимам присущи хрупкость и неустойчивость, истоки которых кроются в (1) идеологической и институциональной истории современных политических формаций; (2) трениях между различными концепциями демократии (прежде всего между конституциональной и участнической ее трактовками) и (3) основных элементах политической и культурной программы современности. Общим основанием для таких утверждений является открытость политического процесса в конституционных демократиях (особенно по отношению к протестным движениям) и сопутствующая этому тенденция к постоянной переоценке сферы политического. В первой части статьи, публикуемой в этом номере, автор анализирует процесс становления политической и культурной программы современности, присущие этой программе антиномии и трения, а также две взаимодополняющие, но одновременно потенциально противоречащие друг другу концепции демократии - конституциональную и участническую. По его заключению, обе указанные концепции, как и их институциональные следствия, уходят корнями в историко- идеологические основания современной культурной и политической программы и заложены самим ходом создания, оформления и развития современных конституционно-демократических режимов.
