Настоящий материал представляет собой русский перевод главы 18 из нашумевшей книги известного американского политолога Р.Даля "Демократия и ее критики" (Dahl R.A. Democracy and Its Critics. New Haven, 1989). Задавшись вопросом, почему в одних странах складывалась устойчивая полиархия, а в других - нет, автор выделяет несколько условий, наличие которых делает появление полиархии практически неизбежным. На основе тщательного анализа опыта многих стран он приходит к выводу, что вероятность утверждения в стране институтов полиархии чрезвычайно высока: (а) если средства насильственного принуждения там рассредоточены или нейтрализованы; (б) если в ней существует современное динамичное плюралистическое общество; (в) если она однородна в культурном отношении или, в случае культурной гетерогенности, не разделена на сильные и отчетливые субкультуры; (г) если, при наличии такого рода субкультур, ее лидеры преуспели в создании консоциативных механизмов урегулирования субкультурных конфликтов; (д) если политическая культура и убеждения ее граждан, особенно политических активистов, подкрепляют институты полиархии; (е) если она не подвергается интервенции со стороны враждебной полиархии иностранной державы. Соответственно, там, где перечисленные условия отсутствуют или сложились прямо противоположные, почти наверняка будет установлен недемократический режим. В странах, находящихся в промежуточном положении, полиархии, по заключению Даля, чаще всего оказываются неустойчивыми (если вообще возникают) или же происходит постоянное чередование полиархических и недемократических режимов.
