Institutionalization of Coordinating the Interests of the RF Subjects:
the Changing of Legislation and New Political Realities
Kakabadze Sh.Sh. Institutionalization of Coordinating the Interests of the RF Subjects: the Changing of Legislation and New Political Realities . – Polis. Political Studies. 2008. No. 4
The article investigates the formation of the institutions of coordinating the interests of the federal power and of the subjects of the RF. The main attention is given to institutional transformations that have been taking place in the sphere of federative relations since the beginning of the new century. The tendency revealed is that of consecutive curtailment of the process of real coordination of interests between the federal center and the subjects of the RF and substitution of it for the centralized government. At the same time the democratic institutions of coordinating the interests are for the principal part retained, their symbolization is taking place by replacing the subject of coordinating interactions, namely by its simplification (enlargement of regions) or by changing the position of regional power (appointment of governors).
