Nowadays, turbulence, crisis, and uncertainty have evidently become constants of societal dynamics. Whether it’s the economy, the social sphere, or the political world—almost all dimensions of human existence are undergoing significant transformations, often viewed negatively or at least with uncertainty. One manifestation of the turbulence is the crisis of ideas. On the one hand, we observe the acceleration of scientific and technological progress and a multitude of hypotheses, concepts, trends, and entire scientific directions in social and political sciences. On the other hand, the scientific community faces a series of important questions about the meaningfulness, foundations, scientific and social productivity of emerging ideas; about the extent to which they reflect real, often hidden trends; and which of them are really needed by society and the state, which are in search of ideas critical for the transition to new stages of development. There is both a “shortage crisis” and a “surplus crisis” – a contradiction reflecting the essence of many processes in modern societies. Many prominent Russian scholars note that the dominant of contemporary society is consumption rather than development, and it does not contribute to improving the spiritual climate and understanding development prospects by society. Our country also faces the critical problem of determining the paths and prospects for long-term development – specifically, the formulation and construction, rather than the choice, of development paths, since it is evident that ready-made models, blindly borrowed from other countries without taking into account the relevant national specifics, have not worked and do not work, and such models are sometimes imposed from the outside with such persistence that they cause absolute rejection. In this regard, being interested in such issues as state development, defining the essence, possible models, and paths of sate development, the authors turn to the developmental state model formulated by the Western scientific school, to its possible interpretations in Russian realities, to some domestic approaches to social and state development, as well as to the concept of responsible development. Based on a comprehensive analysis of various concepts, the authors formulate the principal postulates and introduce a generalized system of coordinates for the Russian model of the developmental state.
