Two authors from St. Petersburg have made an attempt to describe the beginning formation of centers of public policy in Russia. The basic concepts are discussed that are related to these structures, and the characteristic features of these latter shown that distinguish them from other kinds of contemporary "brain trusts". Considerations are developed as to these structures' orientation desirable for civil society.
