On June 25, 2023 Viktor Leonidovich Sheinis passed away – Doctor of Economics, professor, member of the Academic Council of the IMEMO RAS, author of our journal, an outstanding scientist, a major politician of the new Russia.

Dr. Sheinis was a member of the Supreme Soviet of the RSFSR and a deputy of the State Duma of the Russian Federation of two convocations; he is widely known as one of the authors of the Constitution of the Russian Federation (as amended in 1993), especially its second chapter (Art. 17-64). The most resonant academic studies of Viktor Leonidovich are “The Rise and Fall of the Parliament: Turning Years in Russian Politics (1985–1993)” (2005) and “Power and Law: Politics and the Constitution in Russia” (2015). We remember Dr. Sheinis as an uncompromising scientist, a man of great civic courage, who combined integrity with warmth and openness to dialogue.
