Аннотация

 Гражданское общество в постконфликтных государствах, таких как Сомали, решающим образом влияет на процесс демократизации. Вместе с тем распространение НПО и иностранной помощи создает зависимость, потенциально подрывающую устойчивость управления, осуществляемого местными органами власти. В настоящей статье изучается критическая связь между иностранным финансированием, НПОизацией и демократизацией в Сомали. Благодаря использованию методов включенного наблюдения, а также качественных кейс-стади были проведены углубленные интервью с сотрудниками местных организаций гражданского общества в Могадишо, полученный эмпирический материал обобщен и проанализирован. Анализ материалов интервью позволил выявить противоречия в функционировании структур, ориентированных на получение зарубежного финансирования. Было показано, что для НПО, управляемых донорами, как правило, подотчетность донорам имеет приоритет над локальными потребностями. В результате реализуются краткосрочные проекты с ограниченным эффектом в долгосрочной перспективе. Такая модель НПОизации ослабила местные инициативы и воздействие гражданского общества на процесс государственного строительства. Теоретическая значимость работы заключается в критическом переосмыслении роли НПО в теориях демократизации и выявлении ограничений модели НПОизации в развитии гражданского общества. В работе аргументируется важность интеграции местных контекстуальных факторов в теоретические рамки демократизации. Практическая ценность исследования выражена в рекомендациях, в которых акцентируется приоритетность моделей финансирования, повышающих долгосрочную устойчивость инициатив местных организаций гражданского общества, и которые адресованы донорам НПО и политикам, работающим с ними. Обозначены ограничения исследовательского подхода и перспективные направления для дальнейших исследований.
