Аннотация

Во второй статье автор рассматривает сценарии развития международной системы в условиях наличия устойчивого согласия между основными игроками по фундаментальным политическим вопросам. В зависимости от сопутствующих тенденций эволюции международных экономических отношений выявляются два базовых сценария на середину столетия – “мировое правительство”, или “лето” (интенсивные системные интеграционные процессы на глобальном уровне, распространяющиеся на другие измерения международной жизни), и “зрелая многополярность”, или “осень” (регионализация мировой экономики и частичное или полное “самозамыкание” основных центров силы в своих интеграционных проектах). Краткий обзор возможных сценариев развития международной системы к середине текущего столетия позволяет выделить как наиболее вероятные сценарии “зрелой многополярности” и “множественных миропорядков”, а как менее вероятные – “мирового правительства” и “игры без правил” – с тем пониманием, что степень вероятности отдельных сценариев может быстро меняться в зависимости от происходящих в мире событий. На измерение степени вероятности того или иного сценария будут влиять независимые переменные (экономические, технологические, социальные, эпидемиологические, климатические и иные), находящиеся за пределами международной системы. Не исключено, что два наиболее очевидных сценария могут оказаться более приемлемыми для большинства акторов международной жизни, чем их потенциальные альтернативы, поскольку именно эти варианты грядущего миропорядка занимают промежуточное место между сценариями недостижимой управленческой утопии (“мировое правительство”) и апокалиптической антиутопии тотального хаоса (“игра без правил”).
